WiMax is surprising, but Cambodia also had one of the fastest and highest cell phone adoption around in the early days. I guess when you have no existing sunk cost of infrastructure, you are free to adopt newer technologies as a cost savings (ones that don't involve burrying billions of dollars of medium).
